The 1st Tomoe is gained under a difficult, emotional stress during battle.

the 2nd Tomoe is gained by Practicing using the sharingan, and each eye must have the 2nd tomoe activated separately (requires 500 EXP per eye)

The 3rd Tomoe is gained by Practicing using the sharingan, and each eye must have the 3nd tomoe activated separately (requires 1,000 EXP per eye)
